It's an active or current Witch. In previous builds you could use either the witch in the Slums bar or Abby the witch in Ceder Town to get in. In the current build you get that recommendation after beating the Amazon Isles automatically so do that first.

I started this save in the initial public release for .400 and did chapter 2 and the start of chapter 3 in the first bug fix update. Now in the current fix version I did Royal sewers > overgrown temple > Amazon Isle > Witches Academy as the game prompted and was able to break the barrier at no point did it require me to do the pharohs temple.

EDIT: I loaded a save before completing the dusty temple and while the game correctly gives you the pyramid quest there is also nothing stopping you from just going to the royal city anyway.

Did you go to the mayor after beating the Orc to get the pass?

It is in the boss room.

If you have beaten all of the chapter 3 dungeons you should be able to go to the barrier to the east of the Royal City and go through it.

For each step you just need to talk to her at the location

1) Starts in the Neko village

2) Dusty Temple

3) Pyramid village

4) Sewer in Royal city go to area where you fight Toreth and get the slime girl but all the way to the top

5) Go down the well at the mansion she's on the right

6) Go to the temple of Rivith she's right at entrance before you lose power (egg dungeon)

7) Go right outside the Temple of fertility where you start the game

8) Go outside the silent temple

9) Go outside the overgrown temple where you met Aria the dryad

10) Go to Damia's floating temple she's on the right 

she gives you another fertility artifact for Celia

I played through the game starting from .361 and once .362 came out I copied my saves over and finished the amazon isles and the rest of the chapter 3 dungeons.

Put this into www/save and it should appear as save 32 for version .361

I did a file compare of map120.json from the current version to .351 and the files were identical perhaps the issue is in some other file that stores the events.
